Considering the need for extreme accuracy for a sniper rifle, handcannon, or railgun, I'm gonna go with grenade launchers considering they can launch grenades OVER cover that you're hiding behind and just blow you away. Shotguns require close quarters so I wouldn't say they count, rocket launchers require SOME precision... so, yeah, Grenade Launchers.
